Cooler-than-normal conditions should be confined to the southern two-thirds of the western U.S. and an area stretching from the Ohio Valley to the middle Atlantic Coast.
Meanwhile, drier-than-normal conditions should be limited to the upper Great Lakes region and the nation’s southern tier, mainly from southern New Mexico to Florida.
